The Ombudsman Commission wish to advise all incumbent Chief Executive Officers of all the District Development Authorities (DDA)and the Heads of the Secretariats of a DDA of a determination of the Commission made in respect to the positions of the Chief Executive Officer of all the District Development Authorities (DDA) and the Heads of the Secretariats of the DDAs.
The Commission’s powers are conferred by Section 26(4) of the Constitution to make the determination in the event as to whether a person is a person to whom this Division applies, and the decision of the Ombudsman Commission is final.
In this case, the Commission has decided and declared that the position of the Chief Executive Officer (CEO) of all DDAs and the Heads of the Secretariat of the DDAs are positions to which the Leadership Code applies.
After the Commission’s decision, each of you is required to comply with the requirements under Section 4 of the Organic Law on the Duties and Responsibilities of Leadership to complete and submit to the Commission your Annual Statement form.
The Commission will host a Leadership Code Summit to induct all the current CEOs of DDAs and Heads of the Secretariats of DDAs on their roles and responsibilities under the Leadership Code and the Organic Law on the Duties and Responsibilities of Leadership. The purpose of the Leadership Code Training Program is to provide awareness and enhance the understanding of the CEOs and Heads of the Secretariats of all DDA on their roles and responsibilities as leaders.
The program aims to empower these leaders with the information necessary for making sound decisions responsive to the needs and aspirations of the people. In preparation for this program, the Commission requests CEOs and Heads of the Secretariat of the DDAs to provide the following information and documents:
- All your contact details including the postal addresses, emails and phone numbers; and
- Copy or copies of your Instruments of Appointment including the National Gazettal Notice.
You are required to provide the requested information and documents to the Commission by 30 February 2024.

It’s a long waited or over due workshop as this would help us DA (CEO of the DDA) to fully carry out our mandated duties.
This is over-due workshop. It should have been run a long time and give more insight to the Roles and responsibilities to the DA to see the he is also the CEO to DDA. When is CEO and when he is District Administrator.
Please confirm dates of this workshop. I would like to also comment here that there should be 4 x such workshops for the 4 x regions and not 2 as it will be more of a crowd considering the number of districts.
