Commission’s Intervention Results In Teacher Receiving Backdated Salaries And Correct Annual Pay

A teacher from a primary school in the Momase Region lodged a complaint with the Ombudsman Commission on 23 August 2024 regarding an alleged unreasonable reduction of his salary following the January 2024 payroll glitch.

The complainant stated that he commenced teaching in 2021 with an annual base salary of K29,015.00 and a fortnightly net pay of K829.45. However, after the payroll issue, his annual base salary was reduced to K25,896.00, resulting in a new net pay of K751.59.

The Ombudsman Commission registered the complaint and pursued the matter with the education authorities responsible for salary administration. On 5 and 6 May 2025, the Commission followed up with the salary section to seek clarification on the complainant’s pay discrepancy. The officer responsible advised that the matter had been resolved and that the complainant’s base salary and net salary had been fully restored.

On 6 May 2025, the Commission contacted the complainant to verify the outcome. The complainant confirmed that his correct net pay had been reinstated and that he had received the backdated salaries for the period affected by the payroll glitch.

Through the Ombudsman Commission’s intervention, the teacher’s rightful salary entitlements were restored, and the financial loss caused by the payroll error was fully corrected.

I did raised a complain with a ombudsman in 2023 and still waiting for their reply to this date, I did sent emails but the person working on my case said he left.     I am amazed by this. I am also a teacher in NCD and I am also under paid and haven’t got my backdated salaries fro year 2022 and 2023. Which I have taught for 3 years without pay and only put on pay on the payroll on the 8th of January. I am now following up with nothing received as response. I have engaged a law firm; Japson & Associates to write me support letter. I would also like to seek the ombudsman commision to help me through this.

    I am seeking the assistance of the Ombudsman Commission regarding my outstanding backdated salary payment.

    I am a teacher who commenced teaching in Madang from 2021. I was on pay in October 2023 but unfortunately was paid for one year (2023) only. The remaining two years (2021-2022), service was rendered is not being backdated. Despite submitting the required documents and making several follow-ups with the Madang Salaries Office, my backdated salary payment has still not been processed.

    I have also raised the matter with Salaries Headquarters and was informed by an officer that an offline payment would be raised in Madang. However, to date, nothing has been done.

    I have submitted my complaint and supporting documents to the Ombudsman Commission, including hard copies that I personally hand-delivered to the Commission’s officers in Madang on 20 August 2026.

    I respectfully request the Ombudsman Commission to look into this matter, assist in determining why my payment remains outstanding, and ensure that the relevant authorities take appropriate action to resolve the matter.

    I have fulfilled my responsibilities and followed the required processes, and I am simply seeking the salary entitlement that is rightfully due to me.
