Commission’s Intervention Results in Elementary Teacher Receiving K35,590.01 in Back Pay and Enrollment on Payroll

An elementary teacher from an elementary school in the Vanimo-Green District, West Sepik Province, lodged a complaint with the Ombudsman Commission on 21 January 2025. He had taught since 2010 after completing his training and obtaining his teaching certificates, but remained off the payroll and received no salary.

The Teaching Service Commission approved his admission on 18 July 2022. The Ombudsman Commission registered the complaint and pursued the matter with the Teaching Service Commission and the Payroll Division of the Department of Education. On 2 December 2025, the Payroll Division advised that the teacher had been placed on the payroll for payday 26 December 2025.

The complainant received K35,590.01 in back pay for 2024 and 2025. Outstanding salaries for earlier years were treated as unfunded liabilities to be budgeted by the province.

Through the Commission’s intervention, the teacher was enrolled on the payroll, and the approved salary entitlements that could be processed were restored.
