In February 2022, the Commission received a formal complaint from a teacher regarding the alleged non-payment of 2021 leave fares by a Provincial Administration’s Education Division.
The complainant, accompanied by his spouse and five children, had undertaken a trip to his home province and subsequently returned to his designated workplace.
The complaint detailed an outstanding sum of K10,643.00, representing the comprehensive airfares for the complainant’s family for their round-trip journey between his home province and his workplace, as per a submitted quotation. However, the payment wasn’t processed and remained outstanding for a couple of years.
The Commission consequently initiated an intervention on behalf of the complainant, engaging directly with the relevant Provincial Education Division. As a direct consequence of the Commission’s diligent intervention, the complainant successfully received the outstanding payment.

Im Robin MAPUA from Gulf province didn’t receive Leave fares for Teaching from year 2021-2025.So im claiming for the leave fares payment for teaching 5 years
I am Leonard Banda from Milne Bay, teaching here in Gulf Province. And I’m addressing this issue on be half of teachers due for leave 2025. Leave fares were not paid in 2025 and teachers were given assurance for payment early as March. In mid March this year, teachers were notified by PEA Gulf that payment will be made through teachers account. Since then, it’s almost a month and teachers are in suspense as there is no response from the Division. The delay is causing curiousity among teachers if the budgets allocated for teachers outstanding leave fares is misappropriated or diverted, which will cause another delay again.
We believe that this is our legal entitlements under the Teaching Service Commission Act and authorities responsible withholding the payment is a breach of the Act and undermining our rights.
Please kindly consider this issue as a matter of concern and intervene the Gulf Education Division and the Provincial Treasury.
